Have you tried “A Wish in the Dark” by Christina Soontornvat? That’s a crazy last name, I know. It is Here’s the description off the back:
“In the city of Chattana, all the light was created by one man, the Governor. To Pong, born in prison, those lights mean freedom, but when he escapes he discovers that freedom is only for the wealthy.
